You may be able to add the users to the Network Configuration Operators Group
(that will be in Start->run->lusrmgr.msc). According to Microsoft Support (kb
297398), this group is able to modify the tcpip properties of the
connections; create or delete connections, use ipconfig.exe, and
enable/disable LAN networks.
I haven't tried this myself, so I won't know if this works. And this probably
won't work if you are using XP Home Edition.
If you want to try doing this via a BAT file, the command to get the network
connections control panel is:
%Systemroot%\System32\rundll32.exe Control_RunDLL "ncpa.cpl"
This will open up an explorer window with the network connections.
CAUTION: if you run this command as Administrator, you're giving your users
an Explorer window with Admin privileges.
Also: for connection Aggregation scenarios such as yours, you may wish to
look beyond XP's ICS feature and use professional routing software.
