New Windows XP NTFS no security tabs

I have no security tabs on any folder as shown in Properties of Windows
Explorer. I cannot set the NTFS permissions witrh this issue. How do I set
Windows XP SP1 up so that the security tab is available in Windows XP? I
would try the Administrator account but I can no longer access it after I
made a new account with Administrator priviledges. Also how do I access the
Administrator account since it no longer appears as an available logon?
