Cannot install downloaded patch after installing Windows XP SP2

Current situation Windows XP SP1, using std user and local admin I can
install downloaded patch files. SP2 requires Domain admin.
After installing SP2 on a few stations, I noticed that downloaded patch
files can no longer be installed. I need to be domain admin.
Windows update works normally. I have tried disabling "deny patch update"
rule in GP to no success.
Help?
