Did you attempt to start the service manually?
Click on Start -> Run -> services.msc -> OK

Find the service named: Windows Firewall/Internet Connection Sharing (ICS),
dubbelclick it and click on "Start".

If you get an error 10047 try this:

Go to the command prompt (start -> run -> cmd -> ok) and then type the
command "Netsh winsock reset"

Got a message saying that to complete the reset Restart your computer
restart the computer.
