just remove the ability of the users to shutdown or restart the computer you
can do this easily through the security policy. many paces do not want
users turning the computer off as they do updates at night if the computer
is off no updates. You can still turn the computer off or restart by
logging off and pressing the power button the computer should then do a
normal shutdown.
