SP2 Popup Blocker trouble

Recently installed Windows XP's SP2 update. I manage a small website for a
non-profit, which runs a small script or something. I am able to permanently
set IE's Popup Blocker so that it doesn't restrict popups from my website
when I visit live online. But if I try to open the website from my local
hard drive while editing, the Popup Blocker presents the Information Bar
every time. Major annoyance! Is there a way to stop this, short of
disabling Popup Blocker entirely?
