It is a much better practice to keep the discussion in one thread rather
than spread it across serveral.

The card may be defective. Try it in a different machine.

It may also be a BIOS setting or incompatibility and you might need to
update the BIOS. Check with the manufacturer of your system for BIOS
updates and if there are any USB2 issues resolved with them. I do not
recommend flashing the BIOS unless it is going to fix your problem
though, and if you do you then should have the PC powered through a UPS
to avoid the possibility of a power failure during the flash process.
