Security setting for internet zone

In Internet Explorer,
tools,
internet options,
security,
internet zone,
I find that I cannot change the security level below
medium, if I try to lower it I get an error message
telling me that the recomended level for this zone is
medium, it then returns my setting to medium whether I
like it or not, is this another SP2 side affect?
Has anyone else found this problem and cured it?
