Is this normal during startup?

Hi All,
Sorry to bother you all again, but I posted earlier regarding what I
believed to be a different screen at startup after using the msconfig feature.
It is possible that i`ve never noticed it before, but is it normal for a
screen to appear during startup with the heading, "Please select the
operating system to start"? It is a black screen with white text that appears
for about 2 seconds. Hopefully I am worrying about nothing.
