Rather than rebooting the machien you can
<ctrl><alt><del>
wait for it, wait for it,
select Processes tab
click on Explorer
click End Task
click yes you really mean it.
That will kill the hung explorer and let you do something else
without needing to cycle the power. Likewise for Recycle bin,
Control Panel, and all the other things that use Windows Explorer.
And it probably isn't whacking the power supply and monitor
quite as hard as rebooting the machine.
