RNA admin blocks XP shut down

During shut down of computer a window comes up saying
that RNA admin needs to end now in order to shut down.
And it wont end now. So I click on the box that says end
now and then it ends and XP shuts down.

What is causing this?
What can I do to fix it?
Is this an indicator of another problem I should deal
with or need to watch out for?
