First click on Start, then Run. Type in msconfig. Hit enter. Click
the start up tab. Scroll through the list. Is there an entry that
mentions wild tangent or that file "cda Engine0400.dll"? If so uncheck
the box for that line. Click ok. Reboot.

When the windows comes back up you will get a dialog box from msconfig.
  Just put a check in the box to the effect of don't tell me about this
any more.

Does the error still come up?

Either way now you need to do a thorough scan of your computer for
malware -- meaning adware, spyware, viruses, trojans, worms, hijackers, etc.

Run these programs to check for spyware/malware. After downloading and
installing make sure you update each one, then boot into safe mode and
run them. You should update and run them weekly. To boot into safe
mode restart the computer, then as it starts repeatedly tap the F8 key
until you get a menu and one choice will be safe mode. Select this and
hit ok. The boot up will look different. When it asks if you're sure
you want to use safe mode, click yes.
