I don't know of a program. This is just to give you a little direction in
your search. Now-a-days on TV, it isn't necessarily the volume that gets
louder, it's usually the decibels. This is how the TV commercials "beat" the
smart sound features on newer TV's. Many smart sound features keep the
volume the same level for shows and commercials from station to station. So
now with commercials they turn up the decibels and keep the volume the same,
but that results in a louder sound. So the TV adjusts the volume level and
keeps that constant, but the commercial turns up the decibels which the TV
doesn't adjust. It's like if you have a stereo with an equalizer. If you
leave the volume level alone, but turn up all the levels on the equalizer
the "volume" actually goes up and the sound is louder. I'm not sure if
internet is the same, but I experience the same thing listening to talk
radio on the internet, and it seems like the same technology. So in your
search something that adjusts decibel levels may help you.
