Resource File Not Found error message

WIN XP Home Edition, SP2. P4 1.8 ghz, 512k ram.

Problem occurring recently, perhaps since SP2 installation. Whenever I
right click on an icon instead of getting the pop-up menu with options I get
an error message. The message box is labeled "cf99menu_.rsc". The error
message states "Resource File Not Found". Clicking OK makes the box go away,
and the usual pop-up option menu appears and works properly. Browsing
through .jpeg pic files yields the familiar thumbnails across the bottom of
the window, but selecting one opens MS Photo Editor instead of allowing a
preview of the pic within the same window. Right clicking on a thumbnail
yields the same error message process. When the usual pop-up option menu
appears, selecting preview gets it back to the way it used to work. At least
until you close the window.
