Resource File Not Found error message

Running WIN XP Home, SP2. Recently had a problem, perhaps after installing
SP2 with a couple of areas. If I right click the mouse on an icon, instead
of getting the usual pop-up menu I get an error box labeled "cf99menu_.rsc".
The text in the box reads, "Resource File Not Found". There is an okay
button. Clicking it the box goes away and the familiar pop-up menu appears.
Additionally, when browsing through jpg files the thumbnails appear, but
clicking on them opens MS Photo Editor instead of a preview version of the
pic. Additionally, if I right click on the thumbnail, I get the same error
message and then if I select "preview" when the pop-up menu finally appears,
it works like it always used to. Ideas????
