Configuring Internet Protcol (TCP/IP) as Regular User

How do I open Internet Protocol (TCP/IP) logged on as a regular user? Is
there a way to do a “run as” with administrative privileges. Is there a way
to change the Internet Protocol settings without logging off as a user and
then logging back on as administrator?
