I just tried what the TOP POSTER suggested. It doesn't work.

To my knoweldge, there is no way to set this up in XP, or via third
party solution. Parental supervision is the best bet.

A possible expensive solution is to set up a server for a home LAN,
set up DNS, promote it to a Domain Controller via DCPROMO, then join
all the XP boxes to the domain. Create a Domain user account for each
user; you can set access times/limits for the domain user accounts on
the server. A very expensive solution, but it is guaranteed to work -
at least until your children discover your user account/password on
the server and reset everything to their liking before locking your
account out.
