What is FAT32 "f/s" or NTFS "f/s"? F/S? WTF is that?
If you are referring to "file server" bear in mind that XP was not
built to be a file server, regardless of what file system you are
running. A File Server should be running on a Server OS, plain and
simple.
If you need all the security features you can gain by trying to tweak
Home's settings in Safe Mode, then I suggest you spend just a little
more money and get Pro. It will make your life easier and give you
far less headaches.
