This has nothing to do with Windows, and formatting will not
remove the password.
You can remove the battery on the motherboard for a few minutes
(sometimes it takes up to an hour) and that will reset all the
BIOS settings to their defaults.
Alternatively, you may be able to set a reset jumper on the
motherboard. Check your documentation.
The problem with doing either is that all settings, not just the
password, get reset. Do you have a record of what the settings
are (I recommend that everyone make and keep one)? If so, that
will make it easier to put it back the way it was.
