Could be anything, to be honest. Not sure what you're paying your IT guy
for, though. With the PC in front of him, he should be able to narrow it
down. Doing a post-mortem remotely is much more difficult. If you can tell
us what the blue screen says(including which module failed and the four STOP
codes) that would help.

Anyway, you really really really should be running Service Pack 4. I really
hope you don't have that machine networked or connected to the Internet. If
you do, then it's no surprise if it's having problems.
