In order to boot from a CD the BIOS options need to be changed.

Cold boot the PC and carefully watch for some hint how to get into the BIOS
setup. This should occur very early in the booting process, around the time
the RAM is checked. This is long before XP attempts to start.

On many PCs one presses the F2 key to enter the BIOS setup. But, some PC's
use the DEL key. And, there are several other keys or combinations that
have been used over the years. If you do not see any obvious hint, then
contact the PC maker (or mother board maker) to learn how to get into the
BIOS setup.

Once in the BIOS setup, choose the BOOT tab. Then, look at the boot devices
listed. They are probably floppy, then hard drive. If CDROM is listed, try
to "promote" it to the top of the list, followed by floppy, and hard drive
last. If CDROM is not on the list, try to add it. There are often
instruction/hints on the same screen as the boot settings.
