I would try all of the following in the order below:

Run msconfig and uncheck unwanted startup programs.
Run spybot or adaware to remove any spyware.

Try resetting your router by unplugging it and plugging it back in.

Try uninstalling your network card and then rebooting and letting windows
reinstall the network card driver.

If you are using third party firewall software unisnstall and reinstall the
firewall.
