This actually isn't so much a question, but an answer to that question. If
you have experienced this, these are the steps I followed to correct this
problem on my own XP Pro machine. Note that a bootable Windows XP setup CD or
some form of bootable command prompt that can read the affected disk's file
system.

1) Boot into the command prompt. If you are using the XP bootable setup CD,
go into repair mode.
2) Browse to your Windows\system32 directory. This will usually be
C:\windows\system32
3) Type "copy logon.scr logon.sc_" and hit enter. Note that you can replace
"logon.sc_" with anything that is not another filename. If you don't like
logon.sc_, I would suggest logon.bak or logon.scr.bak.
4) Type "copy cmd.exe logon.scr" and hit enter. Note that you cannot change
the filenames in this case as you could in the previous.
5) Quit, exit, or whatever to get out of the command prompt you are in and
reboot the machine making sure that you boot form the drive that is affected.
6) When it gets to the logon screen, wait.
7) Continue waiting.
8) When the screen saver finally loads, instead of the screensaver, you will
get the command prompt. Note that if you press CTRL-ALT-DELETE you will have
to go back to step 6.
9) Type "secpol.msc" and hit enter.
10) Undo whatever you did to cause the problem.
11) Exit the security policy.
12) NOW you can press CTRL-ALT-DELETE. So log in, genius.

Note that this was written with some sense of satirical and sarcastic sense
of humour. If you are offended, get a life. >^.^<
