Force classic theme and default wallpaper for all users

I'm sorry for cross-posting this, but I haven't received any responses since
my first post in microsoft.public.windowsxp.security_admin on 10/6.

Hello,

Is there a way that I can force the windows "Classic" look to be applied to
all users that log onto a particular machine? I looked into the local
security policy and didn't see anything there. I would also like to specify
my own default wallpaper bitmap that should be applied to the profile rather
than the default one. These machines are running XP Pro and are in a domain.

Any help is most appreciated.
