Use an image file of a startup floppy, or an actual one if you have a
floppy drive on the machine you make the CD with, and use a burning
program like Nero to make a CD (Bootable). Usually you use a floppy
like a Win98 Startup one that includes DOS mode CD drivers, then put
other files in the regular compilation that will be seen as on a
separate CD letter after booting the disk.
Note that the regular XP CDs are bootable already. If you are
'slipstreaming' one you need to extract the boot files from it, using
for example bbie.exe from www.nu2.nu/bbie/ and when you use the image
file that makes you need to tell Nero to burn 4 sectors with 'no
emulation' and also on Burning to finalise the CD
