missing software after WIN XP re-install

I had to re-install WIN-XP on my DELL 8100 at home
(installed SP2 from a CD at the same time) ... it now
works fine. I can see all the software in the C:\Program
Files\ folders, but the new version of WIN XP does not
recognize them. Is there a way to make WIN XP recognize
software already installed? I created a new "user" when
I re-installed. I can still see the old one in
C:\Documents and Settings\ but I cannot seem to access it
either. Of course, I have CD for all the software and
can re-install them if necessary, but thought I might be
able to save some set-up time. Thanks!
