This has nothing to do with SP2. The amount of spam you get has nothing
to do with Windows. It has to do with:

1. Whether you ever posted your real, unmunged email address on Usenet,
messageboards, or used it to register or sign up for something at a
site that did not have (or adhere to) a privacy policy;

2. Whether you ever had one of the many viruses that turn your computer
into a zombie spam relay box;

3. Whether anyone you know well enough to have had your email address in
their addressbook is infected with one of the many viruses that send
themselves as attachments and spoof the "From" line;

4. Whether you ever replied to a spammer, even if it was to "opt out".
When they say "to opt out, send an email" they lie. All that does is
confirm to the spammer that they have a live email address.

Spam is horrible and spammers should die horribly. However, the
operating system you are running has nothing to do with whether you get
spam. I'm not familiar with Mail Washer, but if this is a filtering
program perhaps you should examine your filters. Check with your ISP to
see if they offer their subscribers some sort of server-side filtering
such as Spam Assassin or Bright Mail. If Mail Washer isn't doing the
job and your ISP doesn't have anything that interests you, look into
one of the many filtering programs like the ones using Bayesian
filters.
