Critical Update MS.net framework

I just looked at the Critical Updates (WinXP) site/page
and notice there is 1 Critical Update, which is:
"Microsoft .Net Framework - 1.1 10MB - 15 minutes to
download"

Do I have to download this Critical Update?

I have WinXP and recently installed (from CD) the SP2. I
don't know what Framework is. We just use our computer
for a few things. We are senior citizens. We use modem in
notebook to connect to the web via AOL (via our telephone
line).

Should we download this Critical Update?

Please advise and thank you.
