Removing "internet tracks" will not affect any spyware already present on
the system: *Windows* is infected, not IE.
You could configure Content Advisor on all of the machines to block access
to all but approved sites (http://support.microsoft.com/?kbid=267930) or you
could instruct staff members *not* to surf to unwanted sites, under threat
of monetary fines or even termination...and then stand by your word.
