The interface of User management

Dear all,

       I want to add a user account. And make the user to press
ctl-alt-del to
logon. How to config it?

       And after I press the Login Account management. I want XP pop
up windows
with two tap. One tap is User and one tap is Advance, And there is
Security setting in Advnace Tab. i.e. I do not want the new interface
of XP.
