Problems: RPCSS RPC Network Logical Disk Management

Hello.
I have several problems:
1) net start RPCSS
results in the following message:
System error 5 has occurred.
Access is denied.
2) diskmgmt.msc
results in the following message:
The RPC server is unavailable.
3) Cut/copy/paste functions do NOT work.
4) winnt32.exe from the i386 folder results in:
Setup cannot continue because the version of Windows on
your computer is newer than the version on the CD.
Warning: If you decide to delete the newer version of
Windows that is currently installed on your computer, the
files and settings cannot be recovered.
5) Trying to uninstall SP2 results in:
Service Pack 2
The system cannot find the file specified.
...
The Service Pack 2 was not uninstalled.
6) Outlook Express works well, but can not reply
to any messages nor create a new message. Outlook
Express reports:
There was an error opening this message.
There is not enough memory.
7) One of the first issues I noticed, was that the
TaskBar stopped showing running programs.
Is there is a way to reinstall the RPC services only?
I believe that most of the problems can be solved by
reinstalling RPC.
