Cannot logon to XP

When I try to log on to XP whether in normal or safe mode
and for any user including admin it displays "loading
settings" as usual but then immediately displays "saving
settings" and returns to the logon screen. The XP license
has been registered on this computer for a couple of years
and I have not recently re-installed XP. Has anyone seen
this before and if so how do I fix this?
