deleting "in use" files

I'm looking for an app or a method that will allow me to delete files that
are "in use" by the system. I realize there is probably no way to directly
do it, but I thought I saw a program that would mark the file for deletion
upon restart. Does it add a reg entry for it or something? Anything, a
script or app would be very helpful. I have a 2000 and an XP box that I
would like to be able to do this on.
