hangs on ' preparing your personal settings'

the boot on some machines which are on a network of about 15 machines is
really slooooooowwwww with the hang mainly on 'applying your personal
settings' (also on network and computer settings).
Is there a particular service (which I dont know much about) that can be
toggled?
There is no IT or administrator to ask and it's a non profit org.
Have done all the usual cleanup maintenance - IE cache, junk files
(HDValet), temp files, spyware/adware, disk cleanup, defrag, registry clean,
startup folder.............
Any thoughts on how to 'speed it up' ?
