Changed services... now im in trouble!

Here are a list of problems that have occured when Remote
Procedure Call(RPC), RPC Locator, Security Center,
Security Accounts Manager were altered...

Slow windows login
Taskbar is missing
Task Manager reports no users
Unable to move files around
Unable to create accounts
Unable to log into other accounts
Unable to open most files except for exe
Unable to modify services
Other computer on the network can not access computer

The account that I am able to log into does have admin
abilities. I tried to run system restore but the message
box said it was unable to run and to restart the computer
(restarted the computer and was given the same message).
I would just reformat the hard drive and start all over
but there are some really important files on the drive. I
had tried to email them since the computer still has
access to the internet but the email program error message
said "Not enough memory". The service status of the
services I listed are all blank. Im thinking the security
account manager is the problem, but im unable to make any
changes. Can you change services option in the registry?
Any help would be appreciated, thanks!
