Most of those offers for cheap OEM software you get in emails are illegal.
1>They are not sold with qualifying hardware per the OEM license agreement.
2>They are versions sold at reduced prices in eastern Europe which are
banned by license agreement from being re-imported into the US.

Besides that--Do you trust giving your bank/credit card info to an unknown
company in another country which is not bound by US law?
