OEM versions of Microsoft software are indeed eligible
for updates. However, I would refrain from purchasing
any software that appears to be priced incredibly low.
Only purchase software from a bonfire, credible source
that you can rely on and has a proven track record of
customer satisfaction. NewEgg.com is an excellent source
for great prices and has a proven track record of reliability.

If you receive a spam email message that offers extremely
low priced software, you can bet your bottom dollar it is
usually bogus.
