I goofed up badly

Also a note that I cannot boot into safe mode unless when
starting up I hit F1 for setup and then go to boot in
safe mode. Also when I try and logon and hit F8 while it
the windows logo is on it come up and says" Unable to
logon because of an account restricion". I just want it
back to the welcome screen where I click on it and
windows loads and comes up. Hope this makes some sense to
someone. It's bugging me and am mad at myself for doing
something I should not have.
