probs networking w/MS-NET Framework 1.1 SP1?

i believe there may be a networking problem with the Microsoft .NET
Framework 1.1 Service Pack 1
this is to ask if others have had problems after installed this service
pack, and, if so, offer a workaround.
condition:
-- using WinXPSP2 since august 18
-- winxpsp2 and networking was fine until i installed Microsoft .NET
Framework 1.1 Service Pack 1 from the windows update site on september
10.
-- after that i maintained internet connectivity via cable, but had no
speed (aida32 showing 32 to 293 bits/sec). of course all connections
timed-out. no email. could access google and other low-graphic sites.
spent lots of time with isp techies.
-- successful pings at several locations, no line noise. all was ok at
their end of the pipe. plugged in my office laptop (win2000) - it sped
through the web.
the fix (actually a work-around):
-- ended up doing repair install on my winxpsp2 machine (which also got
rid of the met framework sp1)
-- installed a new D-link DFE-530TX card and drivers
-- rebooted, changing the bios settings on reboot to disable the
mobo-equipped IntelProCT,
-- cleaned the registry of all references to the IntelProCT card, and
am now back up to speed through my linksys befw11s4 router.

chaintench CT-9CJS 9using hyperthreading
p4-3.4ghz
1gb ram
