It would help to know the specs of your system. Please list the make, model,
memory, hard drive specs, attached peripherals, software, bios version,
etc..
It is possible your system is not suited for XP. XP requires a much higher
hardware requirement than previous Windows and you might be better off
purchasing an entry level XP system [$300+] that would most likely have
double even triple the power of your system that shipped with 98. You could
network the systems and even use the same monitor on both with switching
hardware.
I am not a big advocate of upgrading or clean installing anything that
shipped with 98/Me. The costs of the XP upgrade, incompatible or upgraded
hardware replacement, incompatible software replacement, memory, larger hard
drive, and the ultimate result being a system with less computing power than
a budget priced system with XP already installed. High end 98/Me; custom
built or shipped systems are the exception.
