Hi Mike,
It seems you are speaking more of your Quick Launch area, as that order will
change for many users. As for the Taskbar, the order depends on the
applications opened, period. The notification area, is a bit different,
however can't "generally" speaking be modified. Which exactly are you
speaking of?
