The XP SP2 firewall is designed to detect a 3rd party firewall and if
one is present, turn itself off so there will not be conflicts between
the two. Since you have ZoneAlarm running this is perfectly normal and
you don't need the XP firewall enabled.
Teredo is a Microsoft protocol for tunnelling IPv6 packets across IPv4
networks, read more here:

My guess is Teredo and file & print sharing might be turning back on
because other services or applications your system is running may depend
on them being enabled.
