Computer Crashing Due to One Program

I have 1 Program on my computer Called City htm It puts a
Toolbar at the bottom of the screen and you cannot get rid
of it.
 So I Installed Spybot and on START UP It asks you If you
want the program to be allowed to access the Internet, If
you say NO the Toolbar does not come up but when you try
to ACCESS the Internet you CANNOT all you get Is web page
not available, but If you allow the program to ACCESS the
Internet through Spybot you CAN ACCESS the Internet???.
 Does anyone know how to GET RID OF IT as I have tried
everything that I can think of to get rid of it but to no
avail and am now losing my patience with the Bl**dy thing!
Any help from anyone will be much appreciated.
