How can I make Windows stop looking for my program?

Windows has a cool feature where if it doesn't find the exe in the shortcut,
that it will bring up a window and ask the user if they want Windows to
locate it.
In my case I do not want Windows to do this. My programs are normally
located on a network server. I would rather that Windows just display a
message saying that the exe can't be found.
That way the user is forced to phone for support and I can help figure out
why their network is down instead of having to deal with the shortcut now
pointing to a local and incorrect program.
Does anybody know if there is any tweak or registry setting that would allow
me to change this behaviour?
