Not able to boot into safe mode

The Windows XP Pro with SP-2 installed runs smoothly. However, just doing a
test to boot into safe mode but got failure. Not knowing how long this has
been occurred perhaps not longer than a month. Tried to restore system to
earlier stages but no luck. I had installed more than 10 software into the
system in the past two weeks and got no way to tell which one could have
caused this. But the most suspicious is Alcohol 120%, however uninstall the
program didn't resolve the issue either. Although I have no emergency needs
to boot the system into safe mode but still would feel great if someone can
point me the direction to fix this. Thanks
