Not so. You select the file system when you create the partition.
(That's why FDISK used to ask whether you wanted "large disk support".
If you said "yes" it would create FAT32 partitions, if you said "no"
you'd be limited to FAT16 partitions.)

Hmm...running "format /?" in an XP command window, I see it has a /FS:
switch where you can select the filesystem. I think this is something
introduced somewhere in the WinNT/Win2K/WinXP line.
