Thank you for posting!
What I know there is a known issue that Pictures are not displayed on web
sites in Internet Explorer 6, if you have Norton Internet Security or
Norton Personal Firewall installed. This issue is mentioned in the below

As you said, when you enable Norton Internet Security 2003, the Internet
Explorer cannot visit Internet. I suspect that it is a kind of
configuration issue in Norton Internet Security 2003. It will be better if
you can consult Symatec support professional on how to change the
configuraiton.
