Desktop Icons Disappear on Startup

A;; my desktop icons are disappearing on startup. Have taskbar on bottom OK
and desktop background OK. I have to push and hold my cpu power button to
kill power and restart winXP pro. Then everything will be ok untill next
startup. What's going on?
Norton AV is up to date. Most winXP updates are update too.
