Cumulative Security Update for Internet Explorer 6 Service Pack 1 (KB867801)

Whenever I try to install the DL for Cumulative Security
Update for Internet Explorer 6 Service Pack 1 (KB867801),
I get the following message:
"The software you are installing has not passed Windows
Logo testing to verify its compatibility with Windows
XP. This software will not be installed."

K, it came from Microsoft, how can if not have passed?
What do I do to correct this?
