can't restore system

hi

my problem is as follows;

i am trying to restore my XP system from safe mode,
however this is complicated by the fact that i turned off
the system redtore mode a few days ago on advice from
symantec re a possible virus problem. Every time i try a
message comes up saying that i cannot switch on SR in safe
mode, however the reason i am trying to do system restore
is that in normal mode i am only getting my background
item and no icons, toolbars or other options. As such i
cannot select system restore in normal mode. Thus my
question is how do i get toolbars and icons back given i
have everything in safe mode but nothing in normmal mode?

Do i have to get my XP CD to restore the system?
